Simply finding the dinosaur bones is not enough to complete the mission, as Arthur has to mail the location of all the bones to Deborah. The mission can be initiated at any time after Chapter 2, but can only be completed fully after the story has also been finished, as the final 8 bones are located in New Austin, which cannot be accessed in any way before the end of the game.
By interacting with her, Arthur will learn of the dinosaur bones scattered all over the world and of the woman's request, which is to help her locate 30 of them. She can be found in The Heartlands in New Hanover, a little to the south of the "H" in Heartlands on the map. The "A Test of Faith" mission begins when Arthur meets Deborah MacGuiness, an amateur Paleontologist.
